Terms of Service

The Norwegian version is the legally governing version. This English version is a translation provided for convenience. In case of conflict, the Norwegian text prevails.

These terms govern your use of Apier, an infrastructure service (an API and an MCP server) that lets professional systems and AI agents interact with Norwegian government systems in a traceable and controllable way. By creating an account or using the service you accept these terms.

The service

Apier is built on Maskinporten and structures requests between customers and Norwegian government systems such as Altinn, the Brønnøysund Register Centre, the Norwegian Tax Administration and NAV.

Apier is not a government service and is not approved or endorsed by Norwegian public authorities. Apier does not replace professional legal, accounting or tax advice. Information about obligations, deadlines and legal texts is informational and is not legal advice.

Eligibility and accounts

Apier is intended for professional, business use. You must be of legal age and have the authority to bind the business you represent.

You are responsible for keeping your sign-in credentials and API keys safe, and for all activity that takes place through your account.

Acceptable use

You agree not to:

  • Use the service in violation of applicable law, including Norwegian privacy law.
  • Attempt to circumvent regulations, security mechanisms or access controls via the service.
  • Exceed the published rate limits or perform actions that disrupt service for other users.
  • Reverse-engineer, decompile or otherwise attempt to extract underlying source code beyond what the law expressly permits.
  • Use the service to send false or misleading information to government systems.

Customer responsibilities

The customer owns and is responsible for its own credentials, delegations and system users, and for the accuracy of data it submits to government systems via Apier. The customer remains the responsible party for submissions made to government.

The customer is responsible for the behaviour of AI agents and automated systems it connects to Apier, in the same way as if the customer had performed the actions itself.

Interactions with government systems

Apier structures and forwards requests to Norwegian government systems but does not guarantee that any given request will be accepted by the receiving authority. Acceptance, validation and downstream handling are governed by the relevant government system.

Information about regulatory obligations, deadlines and legal texts surfaced by the service is informational and not legal advice. Consult a qualified adviser if you are uncertain about your obligations.

No professional advice

Content and functionality in Apier do not constitute legal, tax, accounting or audit advice. For specific assessments, use a qualified professional adviser.

Availability

Apier is in an early stage prior to general commercial launch. We do our best to keep the service available but provide no uptime guarantee or SLA at this stage. Planned and unplanned downtime may occur.

Pricing and payment

The current pricing model and tiers are published on the pricing page. As an early-stage service, prices, tiers and offerings may change with reasonable notice. Material changes affecting existing customers are notified in an appropriate way before they take effect.

Intellectual property

Apier owns all rights to the platform itself, its source code, its documentation and its trademarks. You retain ownership of your own data and the content you submit to or send through the service.

You grant Apier a limited right to process the data you submit, only to the extent necessary to provide the service to you.

Liability and indemnity

To the extent permitted by applicable Norwegian law, Apier's liability to the customer is limited. Apier is not liable for indirect losses, lost profits, data loss, loss of reputation or consequential damages arising from use of, or inability to use, the service.

You indemnify Apier against third-party claims arising from your breach of these terms or your use of the service in violation of law.

Suspension and termination

We may suspend or terminate your access in case of material breach of these terms, suspected abuse, or where continued use poses a risk to the service or to other users.

You may close your account at any time. Provisions that by their nature are intended to survive termination (for example, those relating to liability limitations, intellectual property and governing law) survive after the account is closed.

Changes to these terms

We may update these terms. For material changes we will give notice in an appropriate way. The date at the top shows when the terms were last changed. Continued use of the service after the changes take effect is treated as acceptance of the updated terms.

Governing law and venue

These terms are governed by Norwegian law. The contracting party is Grov Digital, organisation number 833 397 982. Disputes that are not resolved amicably may be brought before the ordinary Norwegian courts.
